EPA Chief: CO2 Regulations Are About ‘Justice’ For ‘Communities Of Color’

The Environmental Protection Agency’s proposed global warming regulations aren’t just about stemming global temperature rises — according to agency’s chief, they are also about “justice” for “communities of color.”

“Carbon pollution standards are an issue of justice,” said EPA Administrator Gina McCarthy in a teleconference call with environmental activists. “If we want to protect communities of color, we need to protect them from climate change.”

McCarthy is referring to the EPA’s proposed rule that would limit carbon dioxide emissions from existing power plants. The agency says the rule will not only help fight global warming, but will also improve public health as coal-fired power plants are shuttered. McCarthy, however, put special emphasis on how the rule would reduce asthma rates, which affect African-American children.

Assembling the Team

During 2000 and 2001, the Joyce Foundation, a progressive trust with assets near $1 billion, known for funding groups like Center for American Progress and Tides Foundation, provided grants to CCX totaling $1.1 million. State Senator Obama served on the foundation’s board of directors during that time and was instrumental in awarding the grants.

Shortly after the first grant was approved, the president of The Joyce Foundation, Paula DiPerna, left to join the executive team of CCX. Other notables with familiar names soon followed.

• Former Vice-President Al Gore became part-owner of CCX when his company, Generation Investment Management, made a sizeable investment. Gore brought with him his senior partner at GIM, David Blood, former CEO of Goldman Sachs Asset Management, along with a company chalk full of former Goldman Sachs’ executives

• Goldman Sachs itself soon joined the team buying a ten percent interest in CCX

• Maurice Strong, once linked to Tongsun Park, the central figure in the United Nation’s oil-for-food scandal in 2005 and one of the architects of the Kyoto Protocol, joined the CCX board of directors

• Carlton Bartels was one of the first, and perhaps most important, additions to the CCX roster. As CEO of a company called CO2e, Bartels developed and delivered the actual guts of the exchange — a system for facilitating and managing the actual carbon trades

Strange Bedfellows

Just three weeks after filing for a patent for his carbon trade system, Bartels was killed during the attacks of 9/11. Bartels’ death opened the door for a new partner to join CCX, easily the oddest fit of them all: Fannie Mae. In a move still unexplained, the quasi-governmental mortgage agency, led by CEO Franklin Raines, purchased the rights to the system from Bartel’s widow. A patent on the invention was granted to Raines and Fannie Mae on November 7, 2006, ironically, the day after the Democrats regained control of Congress. According to Barbara Hollingsworth of the Washington Examiner, the patent covers both the “cap” and “trade” parts of Obama’s top domestic energy initiative and gives Fannie Mae proprietary control over the automated trading system used by Sandor’s CCX.

When asked about the patent recently Fannie Mae communications director Amy Bonitatibus told the Washington Examiner, “Fannie Mae earns no money on this patent. We can’t conjecture as to the cap-and-trade legislation.” A source close to Fannie Mae, however, says a plan is in place to funnel future earnings from the patent to a non-profit housing organization called Enterprise Community Partners. Ironically, Raines, who left Fannie Mae in 2004 amidst allegations that he inflated earnings reports in order to collect higher bonuses ($52 million in bonuses over 5-years; $90 million in total compensation), serves on the board of trustees at Enterprise. In a continuation of theme, Goldman Sachs also has a representative on the board in the person of Alicia Glen.

However, while Enterprise is often referred to in press reports simply as a “housing nonprofit,” the organization has well-established ties to the banking industry. Enterprise receives donations and other financial backing from JPMorgan Chase (JPM_) , Citigroup (C_) , Bank of America and Wells Fargo (WFC_) , among many other big financial companies.

Representatives from those banks also sit on Enterprise’s Board of Trustees alongside representatives from other nonprofits, some academics and the actor Edward Norton. Norton is grandson of the organization’s late founder, real estate developer James Rouse.

These people are truly off their rockers! It’s too bad that they can enact severe restrictions on our lives based on their truly wacko beliefs!!!!

Besides that, science has a poor understanding of what causes drug-resistant asthma. So they may well be destroying jobs (including for African Americans) for NO good reason!!!!

We need someone who will really go on the warpath, and no I’m not talking about ISIS, but them too.

This is the stupidest thing I’ve heard today.

Listen, lady, “communities of color” live in the same climate as everyone else. Sheesh, how about the gays? How’s the climate in those communities.

Plus asthma is due more to allergens like molds and pollen than to air pollution, plus CO2 is not a pollutant never mind what the science-ignorant lawyers on SCOTUS might say.

I don’t think he would be much different on the global
warming issue than the Obama since he didn’t know
what was causing it. He was against cap and trade and for
more oil production. But not to know whats causing it or
whether man had anything to do with it. I think he would
have caved on it the first time he was called a denier.
Or in the case of this article, racist.

Its being driven by the courts. In 2007 SCOTUS ruled that CO2 was a pollutant and told EPA to handle it with the Clean Air Act, so EPA doesn't need anything from Congress. All they need is the prez.

Both Bush and Obama tried to get Congress to preempt but cap and trade failed.

The GOP walked away from it thinking that they could use the courts to delay it until they captured congress and the presidency, after which they could implement something far less stringent. It would have worked because the GOP lawsuits on Obama's CO2 regs(new permits) were not ruled on by SCOTUS until 2014.

But, the GOP failed to take the presidency and senate in 2012. Bad strategy.

So now the plan is to take the senate in 2014 and the presidency in 2016.

Obama's regs on new CO2 permits has been back thru the courts and approved. In June Obama released his regs on existing CO2 permits and 2 lawsuits have already been filed and probably more will be filed in hopes of delaying it until the GOP can get back in power and head him off at the pass.
