I think you mean a "disposable" pay as you go phone you pay cash for such at Walmart....And that you pay cash for more minutes by buying minutes/cards at Walmart and such

Yes they can. The difference is that Google is in the open about this. If you use any mobile device that connects to a network it can and is being tracked.
