I don’t think we have millions of people each storing hundreds of pounds of gunpowder.

I don't know much about black powder, but if I had to store any quantity it would be under the same conditions for dynamite.

As for smokeless powder, before my tragic ice fishing accident, I reloaded a few cartridges. Many took well more than 70 grains, meaning less than a 100 cartridges per pound. I don't like to change component lots in the middle of a run, so 1 pound cans are off the table.

to answer the question, yes there should be a limit. How much can you fit in your domicile? That much plus least ten percent for “wastage.”

Now I need to read the article and comments....

got news for you. In many places, there are laws restricting how much food you can store. Germany, for example, no more than 3 days worth, any more is considered hoarding. That was as of my stay there from 1991 to 1996. I have not found any such laws here in the US, but I’d not really be surprised. I do know Mormons are considered weird by many people because they do store food (and clothing and fuel) for hard times.
