This appeared to be a case where the man simply said, "No. You are not going to arrest me." And when he got bored he ran away. The officers did not shoot him. That was the proper response. But..

what if he had battered them and attempted to take one or both guns? And the officers managed to get away enough to draw their weapons and shoot?

Wrong thing for the officers to do. That's not "keeping the peace and preserving life." I guess. There will always be another day.

Well for one thing if the officers did not shoot him the victim's industry would be disappointed. They depend upon celebrating, "Hot damn! Another victim of the man!"
