The point is that David and Charlie didn't just stumble across this business and suffer having their dignity insulted, or however they want to phrase. David and Charlie went shopping for this business so they could use the force of law to crush them.
No different really from a scam couple who engineers a fake fall in a grocery store so they can extort them. The key difference here is that the law is a party to the extortionist scam.
