So in his mind immigration reform will eliminate the illegal immigration problem by making everyone already here legal and everyone who wants to come in the future will be allowed so legally, i.e., de jure open borders.
I guess that would put him in line with the Libertarians and the Chamber of Commerce wing of the GOP, along with every Democrat and the CPUSA.
