The shoot down was not the product of a national command decision. It was likely not even ordered by anyone. The Buk SA-17 system can track, target, engage and shoot down aerial targets up to 20 Km altitude from within the vehicle’s crew cab.

As the excerpted communication shows it was some Cossacks at a check point who fired the missile.

The motive and decision was likely nothing more than:

“Push button, kill fascist aircraft”

Sorry for the misunderstanding.

Many airplanes fly over the territory, staying at least 31,000 feet up. How the soldiers are able to pick out a cargo plane 30,000 feet up, then confuse a civilian plane for a Ukraine army cargo plane is a F’up.

My rant is more about 0bama’s posturing between fundraising and non-help since the war started.
I stand skeptical about any voice recordings that point to some conclusion
