That could be viewed as one way to address a prostitution problem, but I sometimes wonder if the real issue with the Muslim authorities was not getting sufficient baksheesh from the ladies. Islam doesn't have a problem with prostitution. It's called Mut'a. See this from Al Islam for the so-called thought process behind the 'institution.'
