The Government-Industrial complex can’t design a toilet for that sum. My guess is that cost only covers the cool graphics NASA will use to announce the project — for launch in 2045

The Saturn V was a triumph of good engineering and was designed largely with slide rules rather than super computers. Too bad that kind of know how was lost at the end of the Apollo program.
