That would be a particularization of the generalization that there aren’t such things anywhere. I.e. a recognition of the hand of providence.

The accident may have been that FDR was a true racist chauvinist and thought the Japanese, Japs as he habitually called them, were silly simian little people only capable of ‘monkey see, monkey do’ imitation. That they were the remarkably daring, competent and fanatically heroic foes that they were was the accident of FDR and a lot of other high ranking Americans thinking.
