Unless the teacher was taught how to assess risky situations, subdue inmates and passed the fitness standards for guards, her job wasn't "overseeing" inmates; it was teaching them and there should have been a guard present.

The article said her radio wasn't tuned to the right channel - didn't it have a panic button? My EMS radio has a panic button and the signal identifies the specific radio.

Grabbing the radio and hitting that recessed panic button in an attack would be hard enough; holding the transmit button and talking impossible. Probably end up in a fight to see who could beat the other one in the head with the radio.

I used to work in a job which required me to go to the prisons in the Phoenix area. Eyman was where the creeps were, but the ICE prison had the highest security—sally port, full inspection of vehicle, escort required, etc. I was told they hold some bad dudes there.
