I personally doubt it. When Russian oligarch money was at risk in Cyprus, they changed the rules and allowed the Russian money to depart before the “bail-ins” were actually started. If Putin’s personal fortune really is that large, of which there is some doubt, it make him THE THIRD RICHEST MAN IN THE WORLD, behind Bill Gates and Carlos Slim, and it is likely invested almost totally in Russia, where US sanctions won’t have much of an effect.

I recall reading that Estonia’s President has proposed going after money laundering in Europe more vigorously. That’s clever, because Putin could not say it was directed just at him / Russia, but it would nick Vlad and his buddies significantly.
