If you saw the video the guy is clearly out of his mind. I honestly think he’s not responsible for his actions. He needs a warm, safe place to live with a keeper.

Those in institutions have “rights’ that say they can deny the meds they require to keep them under control. So you can imagine how this guy, outside an institution with clear issues, was encouraged to ‘express himself’ by the psychs and caseworkers he likely has.
