It would need enough assent by “flyover states” to have not much chance of anything stupid getting in.

That’s right. It is a document of “no”.
The Constitution was the ceding of state’s authority to the Federal Government with limited rights. The states hold the power. The last 150 years have seen such an erosion of that fact.
Be aware and be scared.
