I disagree with your final point. If the posters were related to a personal event—such as meeting your spouse in that foreign country—I think they DONT even think about what the posters ARE, but rather the personal memories.
I simply don’t think this is a huge deal. The guy is such a goof, there are so many other reasons to not like him.

The guy is the propaganda minister for the most powerful political figure in the world. Either he has colossally poor judgement, or he's an idiot. In either case, he's disqualified himself from public service.

I simply think it’s wise to realize the message which you’re sending in such a situation, personal momentos or not.
