The real question is why would Obama even mention Nuclear in a public statement?
He needs to take his personal fight with Putin to the backroom and swing it out there to satisfy his ego need to be the Big Man on the World Stage.

This is clearly reflected by the fact that Obama has secured and protected our borders and reformed legal immigration by severely limiting it, limiting travel into the U.S. of those from those from Muslim countries and conducting thorough background investigations and each and every person.
This would happen in a sane country with common sense leadership.
