Two - the impression I get from this picture is that he is spouting BS and the body language from the rest of the group if from pure disgust - arms folded guy - to complete disinterest - Dempsey writing something down.
The major impression I get is that he is talking out of his arse and nobody dares say anything to interupt him.

I notice several people have the same pose: their hand on their face, one finger up on cheek or beside nose. I’d love to hear what a body language expert would make of that. I think I use that pose when I hear someone spouting B.S. but I have to keep my mouth shut. (Seriously.)

The man reminds me of a former manager I worked for. She would always call Saturday work parties, where nothing of any import got accomplished but she made everyone run in circles.
The fact that Obama has his knee above the conference table’s top (almost as if putting his shoe on the table) is an indication that he has contempt for those in the room with him. And perhaps he has his reasons.
Notice that none of the conference participants assumed his “relaxed” position.
