They knew there was troop movements that were called an exercise by the Russians. But when our most excellent spies determined that there was no medical vehicles or personal amongst the troop movement, well then they obviously were not moving in a direction where they would need to engage an enemy.
Little did they know, that the Crimean defense forces would not fire a single shot. The Russian however knew very well. Thus the lack of medical support.
Lesson for today, when a division of Russian's are headed your way with no medical support, be very very concerned.
