Why couldn’t he get his own napkins if he went back into the counter? I have never been to a McDonald’s where I couldn’t get napkins from a dispenser inside the building itself.

Recently some of the McDonalds near my house have removed the napkin dispensers. One napkin is provided per meal served. If the customer wants more napkins he/she must ask. This must be a cost savings move which over the chain would be worth millions of dollars given the number of people I’ve seen remove a fist full of napkins from dispensers in the dining room.
