If the CSA no longer exists, having been conquered and assimilated into the USA, is there still any liabity for reparations? Wouldn't the USA have its own claim for ending slavery in a conquered and occupied nation?

To answer that question we only have to look at any average person (of any race) that suddenly finds themselves with what they believe to be unending wealth.

Add to it the fact that most Americans do not feel reparations are fair or justified as The United States fought a four year war to end slavery (among other reasons)which should mark the accounts paid in full.
If the Democrats thought they could win elections with this stunt, they would do it regardless of what “the people” want. Fortunately, since “African Americans” already vote 99% Democrat, there is not up side and a big down side to doing anything other than lip service to the idea of reparations. It is not going to happen.

The damage done to Africans after their civilizations collapsed has been the worst ever inflicted on any peoples of the world.
Every civilization on this earth has dealt with conquerors and wannabe conquerors. I don't think anyone has some of the American Indian tribes beat. Jews didn't have it easy. In the current political environment, African Americans will have little chance of winning any kind of Reparation from the United States or any of the other countries involved in our tragedy.

Most whites are descended from families that weren't here when your descendants were brought here. But let's clarify that "as a group" comment; as a group blacks commit the majority of violent crimes against whites. So that might be one reason.
But then luckily for you, most whites don't think "as a group" and give blacks that are decent people the respect that they deserve.

If we are to believe the claim that the Civil War was fought over slavery, then I think that 600,000+ dead Americans killed during that war was reparations enough.
