I agree. Wouldn’t it come down to who has employed this “cop”? If the university then what was he doing outside his range of employment? The cop was not city paid. Seems he’d have no business off campus.

I did a little research, and it looks this issue is still being hashed out in the courts. There is a pending case before the Georgia Supreme Court to decide what, if any, authority privately employed “police” have outside their place of employment. Obviously, that’s just binding in Georgia, but it could serve as precedent for cases in other states.
