The problem here is that the FBI is supposed to be focused on threats to our nation, not on local criminals and gang bangers.

Mostly true, but some of the gangs are linked into national gangs. Bloods, Crips, Latin Kings, and some of the larger biker gangs come quickly to mind.

That is true; however, criminal activity from gangs is still predominately a local concern involving street crimes, not a national security issue.
