I don’t think he’s going to get hit with the bill.
Those women are working as independent contractors, and get 1099 forms at the end of the year. They’re the ones who will have to pay.
However, if they think it’s going to be inexpensive, they’re wrong. They make too much money to qualify for the subsidies. Many make well over $100,000 a year.

I would guess that the brothel has non-”performing” employees; e.g., housekeeping, security, possibly bar and/or food service, etc. (Just guessing; I’m not in the business.) Also, I’m reasonably certain that the brothel isn’t his only business.
