Using the PROGs’ favorite AUTO INSURANCE analogy, this is no longer the same as states demanding that you buy car insurance. This is now similar to a state knocking on your door, asking to see a copy of your insurance plan, determining that your Liability Insurance plan is not sufficient, so they tear it up and issue you a FINE until you get FULL coverage.

Why would anyone buy full coverage for a vehicle that’s been paid of for years?

Exactly true ~ good analogy !
A government clerk at the door to see your insurance,
who determines your coverage insufficient ,
Accompanied by a judge who right there on your doorstep ,assesses a fine ,
and accompanied by a cop who puts a "boot" on your car ,
rendering it inoperable in your driveway .
