My questions:
1. Are they funding any part of it through other channels?
2. Is IRS getting additional funds to implement it?
3. Are exchanges getting money to keep building?

Sure he can. It's just a matter of who blinks first.
Despite having the media 100% behind him, eventually Obama will be seen as the bad guy. Everyone hates Obamacare, and everyone knows who it's named after.
The point is the GOPe needs to try. They need to put up little roadblocks, little billboards like this day in and day out. They need to make the difference between the GOP and Democrats as public as possible as often as possible.

They can not legally spend money that the House does not fund, and unless there is a CR or a budget nothing is funded, and the President can not legally spend it.
