One whose mother is Korean had them pierced at 2 yo, a cultural thing.

I am surprised how many Koreans DON'T pierce their ears

In Russia they usually have them pierced before 18 months. Some hospitals do it at birth if there are no objections from parents. Ear-rings considered a way to distinguish baby-girls from boys.
