This kind of crime can be fought with cyber tactics. One..subpoena cell phone records of those phones within 50 ft of the stand. Two filter those phone records for tell tale messages. Then go after those who tweeted or text that location and time. Arrest and repeat. You're lucky to get a cop to come take a report the next day.
Actual crime-solving is not on the agenda.

City government requires a minimum threshold level of crime to justify its existence, hence the practice of indirectly encouraging and/or ignoring crime.
Mayors and police chiefs know that crime-plagued citizens demand "solutions", e.g. bigger government in the form of more police and social services.
