Name is ironic since "mistral" is a French word for the fierce cold winds blowing down from the Alps.

Seven degrees Celsius is 44.6 in real numbers. Not particularly cold. One supposes that for this deal to go forward money changed hands though other than official channels. Given the countries involved, almost certainly, a priori.

Shouldn’t be a problem for year round operations so long as the Russians only use them 30 degrees on either side of the equator.

It might be -7C (19.4F) but it is very strange that the vessel is unable to operate in the winter.
