Yes, it will require an act of congress. That’s the point. That law was part of a negotiation that occurred in 1986 between gun grabbers and patriots and it illustrates perfectly why negotiating with these fork tongued sons of bitches is not in our interest. Congress had better understand that we are not, in fact, interested in negotiating on this because we already negotiated on this in 1986.

You think there will be another Congress? Wonder Boy has already proved he doesn't need them and we don't need the Constitution. SCOTUS is and will be crickets on this.
