The climax over the fight will be the Federal Gov't threatening to deny all kinds of Washington money to the States.
If conservatives are serious about getting power back they will say "go ahead and pull the money". They will then work to be self-sufficient since freedom has always required that.

Another dimension of the terrible legacy of Richard M. Nixon is the power the federal government holds over state and local governments as the arbitrary dispenser of federal tax dollars for local programs. Nixon was a big proponent of “revenue sharing” with state and local government. Instead of reducing federal taxes and spending, Nixon preferred building a federal infrastructure to distribute taxes collected by the central government to local government. Obviously decisions as to how to allocate the funds would be made in Washington, and those political decisions gave power to the president and his staffers making the allocation decisions. Nixon falsely asserted he was giving power back to the states and localities.
