There are a lot of variations possible, I haven't thought every one through.

The not getting married in that scenario wouldn't matter; 2 people not married living in the same house would still be one vote. Make them prove 6+months out of the year to declare residency. 2 or more young adults sharing an apartment would only get one vote. 2 unmarrieds living together would get 1 vote.

You'd only have the issue you describe with hardcore left wing single people who live alone into their 30's+, and only the ones who could afford to live without a roomate. But if they had a boyfriend/girlfriend - in order for both of them to get 1 vote - they both have to have their own unique, provable addresses, they couldn't live in the same house/apt. For people who are basically shacking up, the second apartment or house tends to get dropped to save money since it makes no sense.

Never thought about much more than that.

Should really just go back to old school voting, adult males with some sort of requirement for being of minimum means or have a good service record, but that's probably not gonna happen that soon.
