EXPENSIVE. it is EXPENSIVE to educate any medical professional.
It's CHEAP to educate a LAWYER. You find walk down basement law schools all over the place.

Problem is, that will lead to many sub standard doctors.

Why not accept more applicants to Medical School? Because people smart enough to do the financial math, are smart enough to avoid the nightmare entirely.
Those who aren't, probably aren't smart enough to become decent docs.
