They created the category of non-Hispanic whites, which is captured by the census. A immigrant from Spain or Argentina is considered an Hispanic white eligible for special benefits. The vast majority of the 40 million immigrants in this country are classified as minorities. 87% of the 1.2 million legal immigrants we take in are classified as minorities.
