I can only image it is safer in Tripoli, more comfortable in Tripoli and a whole lot easier to fly into Tripoli. My tentative answer is there is something tangible in Benghazi of mutual interest to Stevens and the Turks. I think when we know what was stored at the CIA Annex, then we will know the answer.
