For $13.50 you can get a Pennsylvania ID card which lasts 8 years if you don't have a driver's license. You need a birth certificate/passport and two items like utility bills or tax records that show your current address. $1.69 per year isn't exactly a heavy burden.

And why is this a supposed burden on the “young”? Because they’re too lazy to go to the DMV?
MY son recently turned 18, and he was registered for the SS and to vote, had an ID, and opened a bank account within a week or two, without a single suggestion from me.

I’ve always said to get around any ID’s are too expenisve nonsense to just make a State ID card free. Personally I would be happy to subsidize non DL ID cards so that I can make sure that our elections keep free of dead, felon, and duplicate voting.
