I remember that line from college - it ALWAYS meant that the argument was over and the guy saying it as much as admitted he lost.

As a blanket statement it can state nothing, but when followed by the specific rule of logic which the opponent violated it’s just a dig and has no bearing on the application of the rule of logic stated.
