Whenever the US Congress refuses to do so.

A public servant must enforce the Laws made by the US Congress, even if the US Congress refuses to do so.

Not true.

The Sheriff has no power to indict, only the prosecutor does.

The Sheriff gathers the evidence and presents it to the ptb for prosecution for indictment.

The power that Arpaio really has here is his media presence and influence.

Here is hoping he doesn't get silenced.
