Why the Hell have they failed to introduce the 1948 British Nationality Act which clearly made “Jr.” a British Citizen at birth? (because of Sr.’s UKC Passport)

Why the Hell have they failed to introduce the 1948 British Nationality Act which clearly made “Jr.” a British Citizen at birth? Because foreign law doesn't matter when it comes to whom the US considers to be or not to be a citizen.
