When the local and State governments aren't doing what they ought to, then the Fed's need to step in.
That was why the Feds had to come in against the Mob in cities like Chicago where everyone was bought off or intimated.

But surely Penn State is not part of an extended mob, and surely some of the affected persons have moved elsewhere since.
