How about we repeal all the new laws since 1998, spend at 1998 levels and send Congress home for a 10 year unpaid recess!
Hell, pay the jerks to stay away.
And, while we're at it, let's pay the bureaucracy to stay home and drink beer. They'll do a lot less damage there than at their desks.
