Now that Californias Prop 23 to suspend the AB32 global warming law has failed, you get some real clarity from the players. If you ever doubted that our current crop of save the planet bureaucrats think they are above answering to the very citizens that pay their salary, this quote should put any doubt you may have had to rest.

Not to mention a total lack of anything regarding a campaign promoting prop 23 on the air, in print, or elsewhere. The campaign was completely one-sided and saturated, and full of lies and fabrications by the anti-23 people.

The Tran study concluded that diesel particulate matter was responsible for about 1,000 additional deaths each year.

You're only partially right on that. The state is turning into a "for the wealthy" state and into a "welfare/minimum wage/entitlement" state as it is nearly impossible for a working middle class to exist.
With regards to air quality and auto emissions The US EPA and the CA regulators work as close as identical girl twins. California generally sets the pace that the US EPA follows through with. That’s my experience from working on auto emissions testing systems a decade and few years ago. Any supplier in that market HAD to get CA approval just to be in business.

Unfortunately, there were immediate adverse consequences to adding MTBE to gasoline. Partial combustion of the additive produces formic acid, a known lung irritant. In every instance of adding MTBE to gasoline, asthma cases have skyrocketed. Formulations with MTBE are also far more volatile than the original gasoline, which caused sufficient evaporation to completely offset the reduction in volatile organic compounds in exhaust gases. Finally, MTBE was incompatible with the fuel systems in many older vehicles, which caused subsequent fuel leaks, engine fires, and deaths. Again, changes in engine design had already rendered reformulated gasoline completely unnecessary in newer cars and trucks. This entire effort was chasing a non-problem while causing a series of mishaps.
Pursuant to the Amendments, EPA required oxygenated gasoline ONLY for the Los Angeles air basin and the Central Valley but authorized voluntary use of reformulated gasoline elsewhere. Accordingly, CARB mandated a formulation of 15% MTBE for the entire State. They were supported by every major environmental group. I am told that it was NRDC lawyer Mary Nichols who presided at the CARB hearings in LA, where CARB mandated reformulated gasoline with 15% MTBE for the entire State. The CARB formulation made ARCO so happy they put Governor Pete Wilson's wife on their board of directors.
Maybe it had something to do with the fact that the addition of oxygenates reduced gas mileage by up to 8%, creating an almost instant shortage in refining capacity for Californias boutique formulation.
Did she tell you that little Billie Gates sent $600,000 to defeat this measure and screw his Microsloth users in the late great state of California???

BTW, she's right. The people who think environmental regulation is all about ideology or "a good thing but just too expensive" without understanding who is making money on it are doomed to lose. Unless we expose the corrupt money trail behind carbon trading, "green energy," and the rest, there is no getting the public's attention.
We have to show that it is corrupt, incompetent, and environmentally destructive. It's not that hard to do.
