It’s a debate tactic to turn the argument to your favor, cut the other guy off and lay on the shuck and jive that you think the audience wants to hear. Remember Alinsky, talk in the zone of your intended audience.

The GOP should continue going page by page of the bill. The GOP has offered ideas that will reduce cost by 30%+ so they should leave it at that and now scrutinize the current bill.
