Probably name recognition. Rasmussen reported more than 50% of conservative republicans supported Kirk, and 45% of all GOP had no opinion of Hughes (positive or negative).
As for Ill. I'm guessing that the people who live there never expect their vote to count for anything. They know that Chicago has always been the home of crooks and gangsters who control all things political. The people don't believe that they can make a difference, so they just take whatever they get. Most of them probably don't ever vote. At least they don't know that they voted.
Aslo becuase I think alot of Conservatives were convinced Hughes could win in November, so they went with the guy they thought could win.
Regardless, I still think Conservatives are going to have a very good 2010.

Kirk ran ads highlighting his military service and portrayed himself as a fiscal conservative. His slogan was a “Different kind of GOP leadership.”

Well, if Kirk wins in Nov. we should hold his feet to the fire 24/7. When we end up with progressives in D.C. there needs to be a concerted effort to keep them nervous.
My prediction is that Kirk will loose to the dum in November. There is little (if any difference) between Kirk and a democrat. He will have gafts during the campaign and agree with the dum and even Hussien. When the differences in a RINO and a dum are so low, the dum usually wins.
No money for you Kirk or the RNC.
About the only good news that i see in this, is that the democrats will be forced to spend big bucks to hang on to this seat.

Rather than get off the RNC list, I look forward to when they call so they can hear WHY they are not getting any money from me.
They need to hear from all of us that if they don’t back conservative candidates, they will not get any money.
I tell them emphatically that the only candidates who will get my support are those running in and out of my state who are CONSERVATIVE, and I will support them directly, without going through the RNC. Tell them to pass the message along.

Cook County is Chicago. The 2nd most populous county in the US - and very liberal, even Republicans.
Actually the majority of Republicans in this state are conservative. But they split their vote and the Combine Publicrats almost always win.
Just look at the Republican primary for governor: Dillard, Brady, Proft, Andrzejewski are all conservatives and they got 65 % of the Republican primary votes. Thankfully Ryan and McKenna split the liberal Republican vote and it looks like Brady will win over Dillard by a hair—in this case, both wings split their vote and we, for the first time in decades, many decades, get a conservative candidate for governor and a super-conservative for Lt. Governor (Plummer is top-notch).
So Kirk won because there simply was no decent conservative alternative. But the party as a whole in this state is not liberal. Its leadership has been in a cozy relationship for decades with the Democrats and they’ve always managed to coopt or divide and conquer the majority grass-roots conservatives.
That’s the problem...he is a Republican in the RNC’s book.
This is precisely why I withdrew from the republican party last year and am now registered unaffiliated.
