It doesn't help Israel though. I think they are figuring out they are on their own.
The Road Map had at its core the principle of reciprocity. It required the Arabs to take certain steps to end the conflict (such as end incitement to war and dissolve terrorism), and that would require Israel in the next phase to make some concessions. The Quartet unilaterally declared specifically that reciprocity no longer is required. This means that the Arabs can stall, keep up their terrorism, while the Quartet would expect Israel to make concessions to people demonstrating disinterest in peace. President Obama further unbalanced the agreement by no longer referring to UN Resolution 242 which called for just some Israeli withdrawal, but indicated he wanted a total withdrawal [without justifying it].

Well, if you go into a small shop in Chicago with a baseball bat, you’ll get your protection money without having to swing at the merchandise displays. But if you try that on a combat veteran, you may be wearing the bat in an interesting place.
