A footnote from the report describing who the report is talking about:

* (U) Rightwing extremism in the United States can be broadly divided into those groups, movements, and adherents that are primarily hate-oriented (based on hatred of particular religious, racial or ethnic groups), and those that are mainly antigovernment, rejecting federal authority in favor of state or local authority, or rejecting government authority entirely. It may include groups and individuals that are dedicated to a single issue, such as opposition to abortion or immigration.

DHS says that this is not an attempt to squash First Amendment Rights for the Right, only hate groups but, do you see any clarification of this point in the above quote? Indeed, read the whole document. Click here for the document's text. There is no attempt to exempt anyone from their broad generalizations.

The right failed to stop hate crime laws now everyone that’s not a lefty/ commie is hate. That’s how incrementalism gave us. a dictatorship.
