I’m absolutely not excusing this horrible behavior... but since it sounds like they never intentionally tried to actually use those fake numbers to report income tax and such, I wonder if the reason they used fake ssn at all was just because there was no way to add an employee and leave that spot blank on the computer database. If they used 123-45-6789 or something totally out of the air, that would be one thing, but did they actually come up with a list of real SSN and use them?
