Years after being advised by a state agency to stop, the Dallas Independent School District continued to provide foreign citizens with fake Social Security numbers to get them on the payroll quickly.
Some of the numbers were real Social Security numbers already assigned to people elsewhere. And in some cases, the state's educator certification office unknowingly used the bogus numbers to run criminal background checks on the new hires, most of whom were brought in to teach bilingual classes.
The practice was described in an internal report issued in September by the district's investigative office, which looked into the matter after receiving a tip. The report said the Texas Education Agency learned of the fake numbers in 2004 and told DISD then that the practice "was illegal."
It's unclear how long DISD had been issuing the phony numbers, and district officials didn't know Thursday how many had been given out. But the investigative report and interviews with DISD employees indicate the practice went on for several years before it was discontinued this past summer.
DISD human resources chief Kim Olson, who came to the district in 2007, said that she learned about the false numbers this past summer around the time the district's investigative unit was looking into them and that she put a stop to the practice.
"There's no way we should be doing that kind of stuff," Ms. Olson said. "Even if your intention is good to help employees get paid, you can't use inappropriate procedures to do that."

For what it’s worth, I just did a search for any title contaning “ISD” and this is the only thread that comes up.
Next time, search (title) under “Dallas,” ordered by post time. Works like a charm.
Search terms must be four characters or longer.
The entire title includes both "Dallas" and "ISD", doesn't it?
Oddly, enough NOW it shows up.

When I see reluctance to fire employees, I am always inclined to suspect the same corruption at higher levels. Sex offenders see schools and prison as malls where every type of taste will be satisfied. Keep looking!
I’m absolutely not excusing this horrible behavior... but since it sounds like they never intentionally tried to actually use those fake numbers to report income tax and such, I wonder if the reason they used fake ssn at all was just because there was no way to add an employee and leave that spot blank on the computer database. If they used 123-45-6789 or something totally out of the air, that would be one thing, but did they actually come up with a list of real SSN and use them?

You are not in Texas. Here, there are entire neighborhoods of schools, not one or two but entire parts of town where there are several schools that NONE of the students read, write or speak a single word of English. Classes are entirely in Spanish and the teachers lie about teaching anything in English. No way. The kids do NOT speak it. They are 100% either anchor babies or illegals and their parents are one or both illegals. Most have Drivers Licenses via fake SS cards and because of Motor Voter laws here in Texas they just about all have Voter Registration cards.
How many of them are there? DFW has a population of about 6 million. Of that 1 million are illegal aliens. How do they get away with it? Simple.
The mexicans are among the most racist people on earth. I see them doing incredibly ignorant and obvious things every day. Their parents, friends and schools teach them that they are right to act this way and they are not intelligent enough to see it for the racist crap that it is. They will lie and cheat for each other as La Raza will ALWAYS come first for the mexicans.
