Sure it's legal to obtain someone's SS number as long as it's used for legal purposes and it's legal to give out someone's SS number as long as it's given out for legal purposes.
To give it out and to receive it in order to obtain medical records, without permission, is not legal.

I was asking about posting it on the internet or sending it to others via e-mail. Other’s who have no legitimate business reason to have the info or do not have the person of the person whose number it is.
