This Old House, they were doing the propaganda bit for Jimmy Carter's Crack Houses for, um, Habitat for Humanity.
The local HFH coordinator is showing off a slab foundation, and the TOH host says "So, you're going with all plastic plumbing, including the hot and cold water?", noticing the piping coming out of the concrete.
"We had to. We did go with copper, but after we poured the foundation and left for the day, the thieves would come and rip the copper pipes as far out of the concrete as the could."

The pen-style current detector is dirt cheap. But I guess if he had (had) any brains, he wouldn't have been wasting his time risking his life for a couple dollars worth of copper wiring.
