Are the tones at the beginning of the audio phone key tones? It sounds like a number is being dialed.
After the phone tones, explosions. Perhaps this is hinting remote detonation by cell phone?

Another Blaze Breaks Out in Lower Manhattan

Firefighters battled the second major blaze in less than a month in an abandoned building in Lower Manhattan yesterday. The three-alarm fire broke out at around 3:30 p.m. in a building undergoing demolition at 80 Washington Street, just a few blocks from the former Deutsche Bank building. The fire yesterday broke out in a shaft behind the building inside a pile of debris that took longer than usual to put out, fire department officials said. 80 Washington Street is not contaminated with asbestos. There were no injuries.

“Austria prepares to welcome Pope”
ARTICLE SNIPPET: “Pope Benedict XVI is due to arrive in Austria for a three-day visit, where he will join Jewish leaders to pay tribute to victims of the Nazi Holocaust.
The pontiff, brought up in the German province of Bavaria, will also visit a Catholic shrine to the Virgin Mary.
The Vatican says the Catholic leader will travel as a pilgrim, although correspondents say his trip will have more of the trappings of a state visit.
It is the Pope’s seventh foreign trip in the past two years.
It comes after a week of high-profile meetings with leaders including Israeli President Shimon Peres and Syrian Vice President Faruq al-Shara.

ARTICLE SNIPPET: “Berlin (dpa) - The German authorities are watching the rising tide of conversion to Islam with some concern, the daily Berliner Zeitung reported Thursday.
The newspaper cited figures compiled by a Muslim group that showed that 4,000 Germans had converted last year, compared with just 1,000 in 2005.
It was common knowledge that the German authorities were monitoring converts to Islam closely, it said.
Quoting Interior Ministry officials, the newspaper said there had been a rise internationally in the number of converts involved in Islamist terrorist acts.”

ARTICLE SNIPPET: “The secret’s out: on August 24th, 2007, UN weapons inspectors found 6 to 8 vials of chemical weapons sitting in an office at the United Nations Monitoring, Verification and Inspection Commission (UNMOVIC) headquarters in NYC. They found the vials when archiving files due to the fact that UNMOVIC is closing down its mission. They placed the vials in a sealed package and put them in a safe located in a secured room. Subsequently, on August 29, 2007, UNMOVIC employees discovered the inventory list which listed the content of the vials.
The vials contained the chemical phosgene, which according to the Center for Disease Control causes blurred vision, a burning sensation in the eyes and throat, difficulty breathing, coughing, nausea, vomiting, heart failure, fluid in the lungs, and death. It is a clear liquid, and when stored at room temperature, it converts to a poisoness gas. It was used as a choking agent in World War I and was responsible for multitudes of fatalities. In 1987 it was used by Iran during the Iran-Iraq War.
The FBI and NYC Police were called in to remove the vials, during which time UNMOVIC staff and other tenants on the same floor were asked to temporarily evacuate. Additionally, the UN building was sectioned off from the public and photographers. But not to worry. Jerry Haver, NYC’s former Emergency Services Directory explained, “[I]f it is properly sealed, it should not pose much of a threat unless it is dropped.” How comforting.
The vials were originally obtained by UNMOVIC in 1996, but apparently sat in the office unnoticed for the past decade. Normally, such vials should have been sent directly to the lab for testing and not to the UNMOVIC headquarters, but I suppose anyone could make such a mistake. Or….at least we know the UN can.”

Rashid Clearing: Iraqi Army, Dragon Troops Find Weapons Caches

BAGHDAD —Iraqi Army and Multi-National Division-Baghdad Soldiers found two sizeable weapons caches while conducting clearing operations in southern sections of the Iraqi capital Sept. 4-5.
The biggest cache discovery occurred Sept. 4, when troops from the 3rd Battalion, 1st Brigade, 3rd Iraqi Army Division seized a cache full of weapons, explosives and other components used to make roadside bombs. Eight large- and medium-sized propane tanks were recovered from the site in West Rashid, along with several Chinese, Bulgarian and Iraqi-made rocket-propelled grenade launchers, homemade explosives, dynamite sticks, washer timers, a suicide vest and an assortment of batteries and copper wiring.
Explosive ordnance disposal personnel destroyed the munitions.
In Doura, the 2nd Battalion, 12th Infantry Regiment “Warriors” confiscated a cache consisting of 44 assorted weapons, including AK-47 assault rifles, RPK machine guns, RPG-7 launchers and a pair of Dragunov SVD sniper rifles. Additionally, the Soldiers seized more than 600 rounds of assorted munitions, including small arms ammunition, belted 7.62mm bullets and RPG rounds.
The 1st Battalion, 18th Infantry Regiment “Vanguards” confiscated two smaller weapons caches in West Rashid, also arresting several individuals for suspected anti-coalition activities. Six weapons and an assortment of grenades were recovered from the sites. The individuals are currently being held for questioning.
